could they be added to gap, user-apps maybe?

At the moment, no... both are unmaintained software and there is a lot of burden. I don't know how functional Camera.app is and where the maintainer did go, dependencies, etc etc
ViewPDF had quite some problems last time I tested - it is very old, since Stefan went with Vindaloo 15 years ago or so! now both are unmaintained. I tried my luck with ViewPDF, but nothing publishable now, so, that's on hold for me

Camera.app was very functional last time I used it.
