Current code only fetches id from charstring, but in many cases gmx:Anchor is used

Line 410 in d932a6b

'gmd:citation/gmd:CI_Citation/gmd:identifier/gmd:RS_Identifier/gmd:code/gco:CharacterString',

sample has id in anchor. Prefer xlink:href over element content
