Should provide a way to customize which directories are searched by doxygen

ign-cmake should provide a way to customize which directories are searched by doxygen for documentation. This is especially useful for when documentation is written in header files that don't get installed. For example, in ign-gazebo, a header file of a system does not get installed, but the header is the most logical place for writing documentation about the system.
