Move %selinux_* scriptlet macros into script files #5

This would make the debugging/development a lot easier, because the script would be baked 1:1 into the binary RPM - but instead it would call the system script (owned by selinux-policy, probably).

Also note that the readability of the shell scripting would be much clearer.
