Noticed in #1606, we should have at the bare minimum some simple tests running for CI.

Any changes to the vPDQ code should be triggering these.

This should be tagged for PDQ Python, not vpdq. This PDQ Pure Python implementation doesn't have a connection to vpdq 🙂
