Define and plan MSBuild Telemetry investments

During the following cycles we want to invest in telemetry to be able to better leverage existing telemetry and to meaningfuly add additional if that will help improving MSBuild going forward.

Initially we need to define what we want to achieve. What's available and what are technical ways and constraints.

Goals

• Put together suggestions of investment areas and have team vet and prioritize those
• Collect information about constraints and options on larger amount of data collection (and options of sampling, A/B or opt-in telemetry 'verbosity' increase)
• Propose and log items for further investigation and implementation. Create tracking parent issue and roadmap item
