Migrate search UI to svelte

The pattern of svelte SPAs embedded in Hugo static content seems to be working well for us (see /svelte/quickcheck/ and /svelte/core-v2/). The client-side interface for search is complex enough that it would benefit from the same pattern, to improve maintainability and testability.
