Fix baseUrl references for vue config #28

The vue configuration called baseUrl switched to publicPath: https://cli.vuejs.org/config/#baseurl. In #27, I updated the vue.config.js file, but didn't change any of the other configuration. We should clean up the code base so that the environment variable works as expected. A change to the helm chart might also be required.
