Store raw data files in S3

We used to have a practice of storing raw files in this repository, but we quickly ran into file size limits. It would be nice to have those files someplace so Make can be run by authenticated users, regardless of whether they're working locally or on the server. I think we can accomplish this fairly easily by lightly revising Make to retrieve raw files from S3.
