The data download option for the individual doesn't really do what it should. The Data: Year 2018 link should probably only appear on the employer or department pages rather than the individual.

This is a good point. Another option could be to add a column to each job with a link to the corresponding source file. Would be a good way to add those links in as many places as possible!
