Upgrade quickstart container to use a base later than alpine 3.8

Something (possibly the postgres base container) used for the quickstart is based off of alpine 3.8. Our trivy scans no longer support this older version of alpine and so we need to upgrade to make sure we continue to get notified of newly discovered vulnerabilities in our components.

Trivy warnings (in the Jenkins logs):

WARN This OS version is no longer supported by the distribution: alpine 3.8.0
WARN The vulnerability detection may be insufficient because security updates are not provided
