Generate XML files for each plugin, containing a list of factories and other functionality such as file extensions for the mesh reader/writers. This is useful for python tab-completion and linking a file extension to a plugin to load.

I would like that this feature is not essential for building.
Meaning, if at any point it gets broken or too complicated for mere mortals to maintain (grin) it should not stop people from carry on working.
