Pages Secret bindings missing reference to environments for local dev

What changes are you suggesting?

In the workers documentation, there is a mention for using different environment, however that note is missing in pages:

You can set secrets per environment by creating additional files with the naming convention .dev.vars.<environment-name>.

That notice should be added to pages too. It might also make sense to either link to the workers docs or extract the info into a reusable component. I'll let whoever works on this decide 😄

Hi @mikenomitch @GregBrimble @WalshyDev - The content in the Workers doc reference above for "Local Development with Secrets" is already a partial. Would it make sense to replace the content in the Pages doc reference above with this partial instead?
