placeable blocks with the permission off

So I was making a kit and I wanted the inventory to be full of no useful none stackable blocks and I chose a cack but then saw that people can place them so I switched to minecarts and the same thing also boats and then I did shovels but basically boat cake minecarts can be placed.(and can't be broken)
