Java version: 21.0.5
Minecraft version: 1.21.1

Other mods (if used): Meteor Client

ok i read the code and it might be Replay Mod causing the problem, though i did test it with Replay Mod removed and it still did not work

Baritone doesn't maniacally repack chunks (forget about repackOnAnyBlockChange, that one is actually broken) so I'm not surprised it doesn't have the two new blocks in cache.
Can you maybe try again and run #repack (plus wait a few seconds) before telling it to move somewhere else?
