We will move almost all content from the main README and Terra dashboards into the website to reduce redundancy and avoid discrepancies.

A few specific items from #695:

Remove Module09 docs
Break out MakeCohortVcf into its constituent workflows
Consistent use of "URI"
Expand on QC: expected SV size distributions, specific SV type counts per genome
