twoliter: kit override location for testing iteration purposes

As a customer building and testing variants of bottlerocket, I would like to be able to tell twoliter to use a prebuilt version of an external kit located on my development machine instead of needing to publish a temporary test version of a kit to a container registry and then pulling it back down.
