Load older posts when the user navigates to the top of the list of posts

when the user navigates to the top of the list of Posts then the Chat UI emits an Event::Top which is received by mtxchat.

checkout the mtxchat readme, the chat readme and the matrix client spec

Also checkout mtxchst::listen
