New topic notification emails get sent on creation rather than publish

I assume they are held from being published or deleted for possible spam reasons, but is there any way we can only send emails to those who subscribe to a forum if the forum post is actually published?

This would also protect inexperienced users from clicking a spam/scam link in a notification email.
