RUnning AWS CLI aws lambda update-function-code results in this for one lambda

We have a strange iss when running aws lambda update function code command. Error returned is failed to connect to proxy url.

This is a new lambda function that we configures just like all our other lambda function. Also good to mentioned that I can update other lambda functions fine on this same machine, and it appears to be only this lambda function we are encountering this issue with
