Improve LICENSE and NOTICE files

• License information should reside in the LICENSE file, not the NOTICE
  file.
• The binary distribution should include third-party LICENSE files and
  NOTICE files (if applicable, such as for projects using the Apache 2.0
  license with accompanying NOTICE files).

@CalvinKirs Could you have a look at the LICENSE and NOTICE? It would be nice if we could address this for the next release. I you want we can also work on it together and schedule some peer programming session. To be honest, I'm not completly sure on how to address these licensing issues.
