[Feature Request]: Infrastructure documentation

What would you like to happen?

Recently when debugging the failure of our GHA -> influxdb/grafana sync process, I did not find any useful documentation but instead figured it out by noticing directory names under .test-infra and reading Terraform code (which I am not familiar with so it was morel like educated guessing). It would be great to have some overview doc that describes "We've got GHA running tests. We've got Grafana on InfluxDB for dashboarding the test results. We've got a Cloud Function <here/link> that syncs the data."

It is possible this sort of thing exists somewhere, but I didn't find it. Would be great to have a single obvious landing page and links out to each piece of the infra.
