Guide on how to update Team page

Actual Behaviour

Hi, after our committer gets selected, he/she needs to add himself/herself to our Apache APISIX Team page[1].

Expected Behaviour

We need a Guide on How to add himself/herself to Team page.

How to fix this?

1. Refer to chore: add guoqqqi in committer list #998
2. The Committer needs to submit a PR to add himself/herself to the team page, this issue mainly provides a doc for new committers.

Hi, @juzhiyuan I would like to work on this issue. Also, while documenting how a committer needs to add himself/herself to the Team's page, do we need to create a new page in the docs or add it to an existing one? 😊

Hi @BhavyaT-135, thanks for your help! Electing new committers is not a frequent case. I would prefer to invite new committers to do this. Could you please check other issues?
