Add CNCF habor registry as an app

arkade install harbor

Potentially, also habor-ingress like the docker-registry or openfaas-ingress app we have

Current Behaviour

We do have the OSS "distribution" aka "Docker Registry" app available already

I have quite a lot experience with Harbor so it should be fairly easy to implement. I would like to pick it up =)
