Adding new resources in locked projects

Describe the issue

Clicked the "+" button, and was greeted by an "access denied page".

I already tried

• I've read and searched the documentation.
• I've searched for similar issues in this repository.

Steps to reproduce the behavior

1. Click the +
2. Get to access denied

Expected behavior

It would be more self-explanatory if the "+" was grayed out while the component is locked.

Maybe where the editing icon is could be a good place to put the lock icon?
