User Notifications Support

As far as I can see, there is no support in User Notifications.
Are there any plans in doing so?

Yes, it is planned to implement this. However, it's not a high priority as this feature as well as CCS are still invitation only by Google.

So... basically what's you're saying is that the 3rd party server should conduct all the user-to-registration-IDs management?

Yes, for now you would have to manage it yourself if you send one message to multiple instances of an application or any other features provided by CCS and user notifications... unless you already are a trial partner.
