Virtual Categories Rule For Discounted Products

I am trying to create some virtual categories for products with "Special Price" assigned on the product Advanced Pricing. Using the rule "Only Discounted Products" assigns all the products with discounted prices including discounts generated with Catalog Price Rules.
In my case, all of my products have some kind of special price.
Is there some way to create the virtual categories with some rule that excludes catalog price rules and includes only discounted products with special price entry on product advance pricing?
