[HVD v.2.2] cardinality for the property dct:rights in dcat:Distribution and dcat:DataService

In DCAT-AP HVD, the cardinality for the property dct:rights in dcat:Distribution and dcat:DataService are both 0..*.

In DCAT-AP, the cardinality for the same property dct:rights in dcat:Distribution is 0..1 (and this property is not explicitly included in dcat:DataService).

Any reason why the cardinalities are different between DCAT-AP HVD and DCAT-AP?

@jimjyang thanks for spotting this.

In #370 this issue was raised from the geospatial community to DCAT-AP. Namely that it is better to lift the max-cardinality for rights.

Therefore I propose to link this issue together.
