switch our in house AmerifluxLBL code to the Ameriflux written R package: https://github.com/chuhousen/amerifluxr

This could be addressed alongside open bugs related to download.AmerifluxLBL and the web interface including #1708 #1710 #2072

download.AmerifluxLBL already does use amerifluxr under the hood for the data download step. Haven't checked whether there's more we could farm out to that package.
