Convert reduced L5 cell of Bahl et al 2012 to NeuroML

Convert model at https://github.com/OpenSourceBrain/BahlEtAl2012_ReducedL5PyrCell to NeuroML.

Expected result

A version of the NEURON model in NeuroML, producing the same output, which can then be run on other simulators, e.g. Arbor.
