[discord]: Create a new channel on the collaborator category that will republish messages to the social medias

In order to facilitate sharing messages into the social medias, it would be great to have a discord channel exclusive to republish a message to the social medias (facebook, linkedin, twitter).

this channel can be placed into the collaborators category, but it would need special role to accept a new message. we can call this channel collab-social-media-bot and the role should have the same name.

for now we will give access to this role manually
