Day-to-day synoptic map smoothing (similar to KCor)

Add a data product to UCoMP synoptic maps to use box car smoothing like to do in KCor.

We will create two flavors of synoptic maps for UCoMP with and without smoothing. They do not need to be CR maps to close this ticket. We can make CR man at a later time.
