LH-EHR: Limit the screen to 2 windows

When the user opens multiple tabs it opens up many screens. This reduces the size of the working space making it inefficient for the user to work on the patient chart.

1. Log onto the LibreHealth application
2. Try to open multiple tabs, this will reduce the space to work

We need to limit the screens to a maximum of 2 tabs.
When the user opens a third tab, there should be a pop up dialogue box notifying the users to save their previous work and limit to only 2 tabs for better efficiency.
