When loading a long track or panning across great distances, JOSM zooms out so much that the plugin tries to download too big areas and fails. Thus I would suggest it only acting when one has zoomed in a bit.

I guess this can already be done with the plugin.continuos_download.max_area setting by lowering the value.

nvm, expert mode in settings

I find a value of 0.01 about right
