Different requirements.X.txt versions should be checked for consistency against `requirements.txt.

Following up on the logic already present in some of the CI, the requirements.rocm.txt should more-or-less match the requirements.txt file. At the very least, exceptions to this should be coded in the CI check logic if its intentional.

Of note, I missed adding the qrcode pin recently, as highlight in #313.
