Better name for "Priority of Constituencies"

The notion of the Priority of Constituencies was the invention of the W3C, and was proposed as an open source governance tool by @tobie. The name is something of a mouthful though!

Let's use this issue to brainstorm a better name for our adaptation of the concept.
