[Metadata] Capitalization discrepancy for "Planning and Development"

Small metadata bug with capitalization - "Planning and Development" vs. "Planning And Development":

We could of course handle this ourselves, but IMO it should be consistent in the metadata so any other consumers don't have to combine them on the implementation side.

It could be helpful to enforce these with types or constants to prevent future typos

Hi @macandcheese and @ssylvia I recently made a new release and was unaware of the letter casing for the word "and" in the category tag. Should I create another branch and issue the fix?

Hi @arowles - this was an existing "bug", not a regression added in the latest release - so up to you as far as a priority / timeline for a fix :)
