Ergonomic dataframe API Idea

Hi @ocramz,

I've just read your chat in gitter regarding applying for GSoC. I'm myself was one of the HSoC student last year. This year is my last semester in University, which my research was about implementing ML model (bragging regression tree) using F# to predict flight ticket.

I love Haskell, and find that the idea of your project will ease newcomers like me to use Haskell in ML project and extends my Haskell skills. Based on the idea, I think that Ergonomic dataframe API somehow suits my experienced.

May I know where should I start this proposal? do you have any reference that can be the basis for the API idea?
