`make install` need populate some directories, eg. /var/log/crmsh/ #1273

as the title, in a vanilla development environment without crmsh.rpm. Instead, some directories in crm.spec need help from make install

ls -l /var/log/|grep crmsh
drwxrwxr-x 2 hacluster haclient 23 Oct 27 13:05 crmsh

ls -l /var/cache/|grep crm
drwxrwx--- 2 hacluster haclient 6 Aug 29 15:41 crm
