rename radiation_model to rrtmgp_model
some radiation_mode don't need all the flags (e.g. ClearSkyRadiation should not have idealized_clouds)
set_insolation_variables! should not depend on the albedo type
insolation tuple should only be added if using timevaryinginsolation
disable_longwave and disable_shortwave keywords are broken in RRTGMPInterface #3340
