Perfmatters tweak doesn't remove deleted line item #2347

Describe the bug
#2309 removed donateStreamlined.css from Excluded Stylesheets and added plugins/newspack-blocks. donateStreamlined.css still remains in the list, though plugins/newspack-blocks is added.

To Reproduce
Steps to reproduce the behavior:

  1. Go to /options-general.php?page=perfmatters#assets
  2. Check donateStreamlined.css is still in Excluded Stylesheets

Expected behavior
Item removed from Perfmatters tweak should be removed from settings automatically.
